Abstract: This paper analyzes the consequences of an increasing non-profit sector and its impact on the municipalities and other local authorities. We discuss different forms of cooperation between non-governmental organizations and local authorities’ organizations. The basis for the discussion is the Integration centre for women – children and youths (ICK) which is an association for women with different nationalities. A conclusion is that the local authority can support non-governmental organizations by financing there activities in two ways: either for what they do or for their existence. Beyond this choice is a question if non-profit organizations should be independent agents or subcontractors for the local authorities.
